An impact screw driver with the correct size tip may salvage the screws enough tho get them out.
If no luck, next step is drill the heads off the screws, with aprox 5mm drill bit, if you drill enough just to remove the heads, when the cover is off, there will be enough screw left to remove with pliers.
Worst case, try the bike dismantlers for a newclutch cylnder or cover, many of the yamahas are the same.
And as for the original problem, the seal is probably gone in the clutch slave cylnder down on the engine, as the fluid has gone somewhere, and its quite common for that age bike.
Needed to jumpstart by 1999
I 'm not saying this is your case, But I did the same thing and the fuse was fine, but after hours of digging I found a radio fuse in the harness that was buried under the fairing, changed the fuse, radio came back to life. Hope this helps.

Your fuel pump is overheating due to bad gas or sedement in the tank clogging the lines. When the pump overheats, it's first thing to do is to shut down. Same thing would happen in a regular car as well.
Is a 2009 royal star
Vmax is the strongest motor (most HP) , then comes the old style Venture (strong and dependable), then new style Royal Star (most restricted and self destructive). The motors have been so greatly detuned that they have lost some reliability. The carburetors are different, the cams (cam lobe/position) timing is different, the exhaust is restricted, I believe the CDI timing has been changed, and the counter balancer shaft in the main block of the motor has been removed causing more wear ,tear, and vibration in the motor. The spot in the motor is still in the motor for the counter balancer shaft in front of the crank shaft so it can be put in . there may be other changes but these are probably the most critical. It is not cost effective to upgrade a Royal Star unless you have a donor Vmax. I would never recommend the Royal Star for those reasons. I warned a friend off of the bike, he purchased one from a dealer, and with in a week of the purchase of the used unit the motor disintegrated. The only luck he had was that it happened just before the very end of the warranty. Yamaha replaced the entire motor , it would have cost too much to rebuild it. I worked a a Yamaha dealership for 25 years watching the complete evolution of the models with the V-four motor and to this day can not under stand why Yamaha did such a great disservice to the engine and the customers.

good maintnance what you did.
but these bikes lacked power in high gear and I used to always have to gear down and pick up more spead. remember that they are a touring bike so you shouldn't even be in 5th at 50mph.
try this build enough speed and stay in 4th and don't go up to 5th unless you hit at least 60mph or a bit more.
I have an 04 now and guess what, they are all the same you gotta build enough speed before 5th, I toped the 110mph on mine just last week.
moral of story, don't treat them like normal cruisers, stay in 3d gear when around town.
4th is just as you get on the freeway and 5th is only for freeway.
I hope this helps.
I put the cliche in
tighten your clutch cable up so you get the max pull and cluth seperation, then it should slip into gear

The Venture ignition switch is prone to failure...the days it starts does it fire off immediately...yet the no start days is it even firing? On a no start day...try jiggling the key to see if it starts.
It may be an interlock (sidestand, tipover switch) but usually they stop starter too...is the neutral light visible when you have a no start day?
Replaced a dead battery on
There are 2 fuses for the audio system. The BACKUP fuse which powers the memory circuits on the audio, and in the lower right cowling is the AUDIO fuse.
Hope that fixes it up for you

The first thing that I would check is the choke. Is it sticking?? the backfire on decel indicates that it is getting to much fuel.
A new fuel filter is a very good idea but I would look at the old one and see if it is contaminated.
My concern is the fuel tank. If the carbs were done properly they should be fine. If there is a problem it could be rust in the fuel tank that is still polluting the carbs. I have had many bikes that age that require the fuel tank to be removed, cleaned and possibly coated inside.
I would also drain all of the carbs. Each float bowl has a drain screw and can be loosened up slightly to remove the fuel in the carb. Make sure to take a close look at the fuel that comes out to check for water or contamination.
I hope that this helps,
Steve

May not be a good value. The early Ventures (1980's) and VMax motorcycles were known for strong dependable motors. But in the Royal Star version the motor is heavily detuned. They put in low performance cams and removed the counter balancer shaft (cancels vibration)(there is a place in the motor block for it, it can be put back in). Because of the changes, the motor no longer holds up well and basically loses a lot of its longevity.
Went to start it, lights
How good is battery, is it fully charged, else battery charger to charge it overnight first before trying again to start the bike. Cheers
I own two, 1996 Royal
Unfortunately, the spring for the clutch is large washer type. Not the typical 4, 5, or 6 spring set up. This style of clutch has always been prone to slipping under load. I have not heard of a cure, unless some one has made a standard multi-spring basket for it. It is the same engine they used in the old style Ventures and the Vmax but I do believe they had the same problem(use the same parts). All you can do at this point is see if there is a heavier spring in one of the other models. I am pretty sure all the parts interchange , the Royal Star is the most detuned of the three models. (They even left out the counter balancer shaft. The spot is there if you want to put it back in.)

Its worth trying a new oil sender switch.
I assume you have put new oil and filter on the bike
