The charging system is not puting out 13 volts,
This unit has a separate stator and regulator/rectifier.
There should be three same color wires (usually white or yellow) from the stator to the reg/rect. If you disconnect these wires you can check the resistance lead to lead. The three should read about the same with no continuity to ground. You can also check AC voltage from lead to lead. As you increase RPM, ACV should increase to about 60-90 ACV.
Once I get it started
Usually on the carb you close all scrows and then you reopen one by one 1/2 turn and try and when it is running you adjust the air and mix. according to the sound of the motor but do not open mor than full turn or something is wrong..
Can't get any spark on rear left ignition coil
I didn't notice the year of the bike but
the orange wire comes directly from your TCI ignitor unit.
It might be a faulty pickup coil or the ignitor unit itself.
the pickup coils are in the right engine case and
have about 110 ohms resistance.
If there is no ohms reading on the pickup coil then
it is faulty.
If the pickup pulse coils are good then your
main ignitor unit is probably faulty.
Sometimes the solder joints can crack in them.
Whistle noise under load while
It is "normal" for most royal star ventures to have a loud chirping
sort of gear noise at certain rpms. Mine does it in every gear. It is
especially noticable at between 100 and 110 kms/hr. If you increase or
decrease the speed it gest better. This noise is because of the
straight cut gears. Yamaha does this for strength and reliability but
it is annoying. You can read more about it on the Venture owners sites

Gas runs out of from carburetor
if you suspect the float is stuck, grab a screwdriver and tap the carb float bowl with the handle. you should be able to see this from the bottom of the tank. hopefully this will unstick the float.
if it doesn't, then it will require removing the carb and taking the float bowl off and seeing if the float is adjusted properly.
2005 Yamaha v star 650 losing power
What Exactly does the bike do when it 'loses power'? This will give clues as to where the issue could be. When was the last time the bike was given a major service? Sometimes it can be as simple as a dirty fuel/air filter or an old/worn or dirty spark plug.
