Thanks for choosing FixYa and welcome. This could be a spark plug, wire, or coil. I would think it is the #4 cylinder that needs looked at. If I was you, I would go ahead and change all plugs/coils and wires. There are other things that can cause this that are much more complex if changing the plugs/coils and wires does not work. It could be something electrical. Anytime the check engine light blinks, this usually means internal engine damage. I would find the #4 cylinder and change the plug/coil and wire first. If it doesn't help, it will need to be looked at by a mechanic. These can get tricky. The ignition system is very complexed.

How do I fix a p1399?

Tech notes
Adjusting the valves will usually fix this problem.
When is the code detected?
The control module monitors the crankshaft speed and has detected a misfire condition
Possible symptoms
- Engine Light ON (or Service Engine Soon Warning Light)
- Lack/loss of power
- Hard start
- Engine hesitation
P1399 Honda Description
When a misfire occurs, engine speed will fluctuate. If the engine speed fluctuates enough to cause the Crankshaft Position (CKP) sensor signal to vary, the Engine Control Module (ECM) can determine that a misfire is occurring.

Sounds like misfire... Did the 'Check Engine' Light come ON? Whenever the 'CHECK ENGINE' light comes on, the ECU (Engine Control Unit) sets a Diagnostic Trouble Code (DTC). These codes identify the particular engine management system which caused the light to come on.
You'll need to use/find an OBDII (On-Board Diagnostic) Scanner to retrieve any code which have been stored in the ECU computer. Afterward, we might be able to help you DIAGNOSE and perhaps eventually fix the problem.

I found this; if it helps.
The injectors need to be cleaned, if an engine is experiencing any of the classic symptoms of dirty injectors, such as lean misfire, rough idle, hesitation and stumbling on light acceleration, a loss of power, and higher hydrocarbon (HC) and carbon monoxide (CO) emissions.
Lean misfire may also trigger a misfire code and turn on the Check Engine light on 1996 and newer vehicles with OBD II systems. The code often will be a P0300 random misfire code, or you may find one or more misfire codes for individual cylinders, depending on which injectors are most affected.
