When you turn the knob to 4x4 the transfer case will engage then it will also activate the vacuum for the hubs. the truck will kick to a lower gear with transfer case engaged but the hubs are not. thats where the manual hubs come in you will have to lock them in order to spin the wheel.

This sounds like a connection problem. I would suggest cleaning your battery terminals and cables with a battery brush. If any corrosion is present, check in your cables at the cable ends to make sure the corrosion has not gone down into the cable itself. If it appears that it has, I would replace the cable or cables. After that make sure they are good and tight, give it a spin and see what happens. If it does not start, check for damage along both cables. Check all cables on the positive side all the way down to the starter and make sure the ground cable is good and that it's connection to the frame, or it's grounding point, are tight and clean. I hope this cures your problem, but if not, let me know and we'll go from there.
If your cables are heavily corroded and you can't get new cables, you can try a mixture of water and baking soda to pour on and into the cables, this will eat away most of the corrosion.

is the sound like a gear jumping noise?if so check the hub assembly and the spline inside the front differential........more than likely the hub assembly

if it is push button then it is electrical problem if it is level operated its mechanical. im pretty sure there would be no vacuum lines involved here.. i really cant help because your not telling me if it makes any noise when trying to engage or anything like that
