Most GM vehicles from the mid 80's to around the mid 2000's have this problem. The problem is the "antitheft" systems that GM has been using. The number one symptom of this problem is seeing a light on the dash that says SECURITY. Read this link for info on these systems and some DO IT YOURSELF ways to fix it forever.
It should be located on the right side of the steering column about half way to the floor. It is activated by a rod connected to the lock key cylinder that runs down the column to the switch.
