Your question doesn't say what kind of car but try this. The license plate holder is probably part of the plastic that goes across the back of the car and part of the trunk lid. You have to remove the plastic off the trunk. There are several (could be 5 or so) nuts that are on the back of the lid on the inside that hold the plastic in place. They may need a deep socket to get to them. Once you remove the nuts the whole plastic piece will come loose from the car. Be careful not to damage anything. It shouldn't fall as all the wires that go to the lights are holding it but it can slip down and scratch things. Once it is loose you can get to where to change the bulbs. My car is a Buick Lesabre and this is how mine works. Same process to get to the brake lights, running lights, etc.
