1997 BMW 318I 1.9 Had the engine rebuild and head professionally rebuild and polished. Oil only coming out on top side crank shaft (lifter area)under valve cover. No oil coming out on lower one (those lifters are not getting oil in that entire row) Timing gears may be set wrong? Timimg gear settings?

red: there were two engines used in the1999 frontier.
The VG30 (V-6 )and the KA24DE (4- CYL)
If you have a V-6, there is no adjustment you can make on the valve clearances. They are hydraulic and self adjust. If they are noisy, you might try changing the oil and filter and using an oil additive designed for addressing high mileage motors with noisy lifters. Marvel Mystery oil actually works, but follow the instructions. MORE IS NOT BETTER!
The 4 Cly engine does not have adjustable valve clearances from the stand point of using a few wrenches, one to adjust and the other to lock the adjuster when the clearance is correct.
These valve clearances are set using shims which are "metal discs about the size of a quarter. They come in various thicknesses and based on the measurement between the base of the cam when the highest point of the lobe is facing the 12:00 position, you place a feeler gauge between the base of the cam and the top of the shim.
If it is too loose or too tight, you use your feeler gauges to find out what it would take to make a zero clearance situation. From there, you remove the shim, measure it. Based on your findings during your initial measurements, you can calculate whether you need to use a thicker or thinner shim.
So to answer your question: unless you have a lifter confused with some other component, there is no means of torquing a lifter down on either series engine which came in that truck.

The automatic valve adjustor not allow you to set the valve gap.If it is making bad noise then it needs replacement.When changing valve lifters, it is recommended that the lifters are allowed to "settle/seat" for a minimum of 30 minutes to allow excess oil to drain. If this recommendation is not followed, some valves will make contact with the piston, resulting in the valve to break at the collet groove. It is also ideal if the engine is allowed to rest over night before starting the engine for the first time. If possible, the engine should be hand cranked or turned by hand the first time.

That depends on when was the last time the car was serviced and how many miles its done since the last service.

If its a high milage car then having the valves set should clear up the misfire and the lifter tick.

Check compression and timing. Then check sensors(MAF, oil pressure sensor). Don't crank engine too long. Cranking engine may pour a lot of petrol into your engine oil.

Seems as no oil is getting to the top of engine

Remove the valve cover, start the engine and find out. If this is the case and the top of the head is not all gummed up with sludge replace the oil pump. It the top of the head is gummed up the inside of the engine must be desludged before you install the new oil pump.

My son ran his 1997 plymouth neon low on oil. It is now nocking at higher rpm. Sounds like it's coming from the top passenger side of engine. I removed the valve cover,(16vDOHC) nothing appears to be...

most likely scrubbed a bearing in the engine causing the knock not much of a quick cure for this other than replacing the engine or rebuilding

1995 bmw 318i will not start once the car is up to operating tempature, once turned off it seems that it must cool down to be able to start again.

Possible causes: Fuel pump relay, Pump, Fuel Filter, Regulator, Crank Shaft Sensor, Camshaft Sensor, Loos Connection(try to wiggle the wiring harness and observe). or faulty Ignation Switch.

Observe if the engine will lack of power first before to shut off, if this is the scenario it could be a fuel pump relay or pump. I suggest you to monitor the fuel pressure first or try to swap fuel pump relay to other as long as same color or figure and observe it.

If the senario is sudden cut off, it coud be a faulty cranck shaft sensor. a faulty cranck shaft sensor is easy to determine using tachometer while cranking, if the sensor is faulty the tachometer will not move or rise even a little bit if it's good it will rise a bit while cranking the engine.

Check fuel pump when the problem occur, try to ignition ON/Off and listen to fuel pump motor noise from underneath (close to rear right side tire), the pump will operates for aprox 5 sec. everytime you turned ON the ignition switch. and if you can't hear noise then you have to focus to fuel system.

How do you prime the oil pump after rebuild

The oil pump drive is off the intermediate shaft and that is driven by the timing chains. Unless you want to take apart the chains and spin the int shaft itself, there isn' t a good way to prime the motor.
Or just try this:
Just disconnect the bulkhead plug just behind the coil pack, you know the big round thing with all the wires. Crank the engine over a few times, 10-20, reconnect the plug and start the engine.
Or this:
Look on back of block there is a metal cap held on by two bolts. Take that cap off and pull out the top gear then find a socket that fits the top of the oil pump driveshaft. Put it on a power drill with a long extension stick it in the hole onto the driveshaft and spin it, cover top of whole around the extension with a rag so it doesnt spill. This will prime the whole motor, if you do it with head open you can see the oil come up through the lifters
