1997 Neon dies, starts after electric fuel pump relay swapped

Hello, I would assume this is your fuel pump inside your tank. I would first however do some basics like a general tuneup. For starters I would replace your spark plugs and wires, rotary cap and button and check your fuses. Run some injector cleaner through your system. You know quick simple cheap things before you get to the fuel pump inside the gas tank which can be kinda expensive. The warm up then dies can be caused by, "blownout or fouled," spark plugs. I hope this gives you a general direction in which to go. A sidenote is that coil packs do not normally run an igntion code and I for one do not like them becuase they are expensive.

Fuel pump fuse blows

It's a short in the fuel pump circuit wiring. Were those damaged wires where the pump fuse is located? If so, that is where to start looking. The circuit is not that difficult to follow. The pump wire runs from the fuse to the fuel pump relay (probably in the same location as the fuse). And from the relay the pump wire goes direct to the pump in the gas tank. Somewhere in that path, your wire is shorting out-touching metal or another wire with insulation stripped from it. Techs use a multi-meter to help look for shorts. Checking a section of wire with an ohmmeter will tell you if the section is good or has a break. Good luck. Take another look at those damaged wires.

Where is the transmission fluid refill

There is a plug on the transmission where you add the fluid. Its in a tough spot and you'll probably have to jack up the car to get to it from the bottom side.

97 plymoth neon crank sensor

If there is spark to cylinders 2 & 3 than it is not the cranks sensor. Cylinder 1 & 4 are on the same coil and cylinders 2 & 3 are on the other coil. Replacing your idle air control motor will more than likely fix your idle problem. If not, you may have a vacuum leak. As for poor fuel mileage, there are many things that affect that: tire pressure, driving habits, worn ignition parts, use of A/C, poor vehicle alignment, etc.
