In a flash / relay block to the right of the steering wheel column under the dash. The bloc is black with a black relay and flasher installed, could be covered in tape depending on the manufacturing plant your truck was built at.
You will need a flash light when you go looking for it.

Where is the turn signal electronic flasher located on the 2003 ford f-150

The flasher is in the same relay block as the blower motor relay. It is just off center of the steering wheel column under the dash, behind the knee panel.
It might still have a cover on it, so you will need to take a close look.

Where is the turn signal relay, hazard relay, and flasher for a 2003 Ford F150? My turn signals do not work (inside or outside), but 3 out of 4 outside lights work when the hazards are on, but with only 1...

It is not the flasher if the hazards work, it is 1 flasher for both turn signals and the hazard lamps. It is in a relay block ( along with the blower motor relay ) under the dash, about in line with the steering wheel column ).

Try tilting the steering wheel all the way up, and test again.

The other quick test is to cycle the hazard switch a few times, to see if it cleans the contacts for the turn signal on the MFS,

Flasher

Start by checking to make sure you have the correct size bulbs installed. If they are correct then replace the flasher relay. It is located Front seating area, driver side, under dash, mounted on top of brake pedal. If that does not cure the fast flashing, you may have a bad ground connection or the turn signal combination switch may be bad.
