Your brake discs/rotors are most likely warped. If you feel the vibration in the steering wheel when you apply the brakes, it is the front brakes. If you don't feel it in the steering wheel, it would be in the rear. Turning the discs/rotors will solve the problem. Average price is $25 per disc. Check the price on replacing them. If the cost of replacing them is the same as turning them, replace them. Your better off and the labor is the same. Good luck

try jacking it up SAFELY and you may have to put it in netural and turn each wheel one at a time and appling the brakes to find what wheel is causing the problem and where its coming from, if you did all this work you should have a good idea of where it could be coming from.

After starting the car, when applied, the brakes squick and this continues fro a short time and it is OK then. Mechanics cannot fix it

You say you have been to a mechanic and I assume there is nothing mechanically wrong with the brakes so I will not address the numerous possible mechanical causes. But here are a few other suggestions:
Brake sqeal can be cause by high huminty and cold weather and, as you describe, usually goes away after the brakes have been appled a few times and "warmed up" So you can "ride the break" for a few moments when first starting as one easy solution to try.
Accumulated brake dust can also cause brake squeal. Usually this is only in the front wheels as they have the heaviest wear. Try washing by spraying front wheels with highs pressure stream form your garden hose. Do not use compressed air for this task as the dust is unhealthy to breath. Also your local auto part store will sell a spray liquid for this such as:Permatex Brand Disk Brake Quiet 12 oz spray can about $8.00 or CRC 05080 De-Squeak Conditioning Treatment for Brakes. Both can be purchased online also.
Finanlly, if none of these solutions work, and this really bother you and you are willing to spend the money, find a mechanic who is "old school" and know how to fix this problem. There are shims, dampener, lube points, pad shaping and rotor de-glazing that can be tried.

99 honda accord brakes start tight up when appled

Sounds like a sticky caliper piston. Possibly the slide bolts are dry and need to be greased. These are the long shafts that hold the two pieces of the caliper together.

This is normal, with both wheels off the ground the wheel with the least resistance will spin. Appling the brakes can change this.

How to change the rear brakes for this car

Special tool can be bought OR.... With a pair of adjustible pliars grip the piston (DO NOT DAMAGE THE RUBBER BOOT) by the tip and screw clockwise while appling pressure with c-clamp Screw then press, screw then press untill all the way in. Set park brake several times to reset brakes after repair is complete.
