The fuel filter is under the van located near the gas tank on a bracket bolted
to the body. Make sure you relieve the fuel pressure before taking the lines off
of the filter.

Hi, the 1998 Ford Windstar has only one fuel pump which is located in he fuel tank.
You have to bring down the fuel tank from the cAR, Once the tank is removed, you can remove the fuel pump lock ring on top of the tank. It screws off counterclockwise......
replace TRS (transmission range sensor) and or VSS (in the back of the engine behind the catalytic converter) its a pain to replace. hard to get at and theres an annoying steel cover to deal with
use DTC reader to confirm
have the fuel pump pressure checked and have the van scanned, my taurus had the same problem replaced the fuel pump that solved the problem hope this helps
