Dumb question...where is the fuse for the thermal actuator for a 1995 GMC Sierra SLE 4X4 pickup? I looked at the diagram in the fuse box under the hood and also the fuse box inside of the cab and do not see any description for the actuator or 4x4 fuse.

Might be your power distribution center under the hood. I have ran into issues where bad connections caused excessive heat around the fuse and relay contacts and actually melted spots in the box. Remove the back cover and look for melted or discolored spots.
Sounds like you need a front axle actuator. This actuator bolts to the side of the front differential housing. It is electrically engaged. You can purchase them online starting at about $40
The relay is either under the hood in fuse box or in fuse box on leht side of dashA thumbs up would be greatly appreciated if this answer is helpful to you.
Take the front axle actuator out of the axle. Plug it back in and have some one push the 4x4 button. The actuator should move, it's a liniar motor. If it doesn't then the actuator is bad or there is a wiring problem. If it does there is a problem in your front diff or some where else in the system.
I'd take a guess and say it's the front actuator.
