I don't have a wire diagram for this vehicle but your problem is probably in the neutral safety switch ,if you look on line (Google or youtube no start or how to clean neutral safety switch contacts there is a video if you clean contact make sure you do not sand them or file them use a pink eraser from a pencil or buy a pink eraser also make sure you use Dielectric grease when reassembling this switch ,this fix is for automatic trans only ,

The control side of relay, needs voltage and ground. As you can see, for automatic it grounds through neutral switch. For manual tranny it appears to be chassis ground. For chassis ground, I just use a redundant ground, it works for me.

SOURCE: I'm having trouble installing a radio in my 1992 toyota celica

go to any auto parts store and ask for a 12 volt test light, it has a bulb inside and a pointed end like an ice pick, u attach one end to a good ground and then probe wires for power, when u have a hot wire with 12 volts the light in the handle will shine on. They cost about $6.00 at Kragen I think.

If the ignition switch fuse, starter relay, battery, and starter are all new, why wont my jeep crank

Here are some possible reasons:

Park/neutral switch is open.
Poor ground connection to starter.

You can test the park/neutral switch by either jumping the solenoid (connect the hot terminal to the start terminal to see if the starter cranks--if it does, the ground is good) or by interrogating the starter relay socket. To interrogate the relay socket, use a 12 volt test light connection the clip to battery positive. Probe the socket terminals with the test light. If only one terminal lights the light, your park/neutral switch is bad or the start wire to the solenoid is bad.

1996 jeep grand cherokee has no power nothing turns over and every auto mechanic has claimed good battery, starter, etc any ideas

First check fuse 3 in the engine compartment fuse box.

If fuse is good, next (assuming you have an automatic trans) try moving the shifter while you hold your foot on the brake and the key in the start position. This is a check on the adjustment of the safety interlock. If this doesn't work, you might also want to try shorting the terminals in the interlock by pulling the connector off and putting a paper clip in the connector terminal and shorting it to ground. This will tell you if the switch is completely dead.

If none of that works, check the relay in the engine compartment relay box by the battery. Does it click when someone turns the key to start? If not, pull out the relay and interrogate the socket for the command signal from the ignition switch (see my post here on how to interrogate a relay socket: http://www.fixya.com/cars/r6022358-relay_check)
If there is only one hot terminal in the relay socket with the key turned to start, replace the ignition switch. If there are 2 hot terminals, try swapping the relay with the horn relay. If that works, buy a new relay.

If all of the above is good, try jumping the solenoid. (see test 2 in this post: http://www.fixya.com/cars/r6222268-engine_doesnt_crank_turn_over)

If that works you know you have battery and starter for sure. If not, replace the starter.

Let me know if you have any questions at all. :o)

My 98 jeep grand cherokee wont start. It doesnt even click or turn over. battery is fine, headlights, dome lights, all go on. Radio doesnt work with ignition on. I checked ALL the fuses, I replaced the...

fuse 8 40a supplies power to starter relay and ignition switch, to close the starter solenoid and engage the starter which draws directly from the battery. check to see that the starter relay is closing, if not ensure that the park neutral switch is not faulty (open circuit), it provides path to close relay (ground side) on the 85 - 86 terminals. if the starter relay does not close the starter will not run. if you have a spare relay swap out the relay for a quick fix attempt. hope this helps

My jeep dosent want to start. It doesn't crank when i try to start it. i replaced the starter and the battery. what can it be

check the neutral safety switch and the starter relay. Also check ignition switch to make sure power is going in and coming out to starter. If automatic the neutral switch is on the passenger side of the trans, if stick you have a clutch switch on the pedal. relay is in the power distribution center near the battery, ignition switch is above the column under the dash. Try to turn the engine by hand to make sure it hasn't seized. Check power and grounding with a volt meter....just looking won't tell you much.

I have an 88 jeep cherokee that won't start. I get power to the relays and replaced the starter and selinoid. If I jump the starter it starts but I have no idea what the problem is..

Are you getting ignition switch power to the relay or just battery main power? If no power is reaching the trigger wire on the starter likely the ignition switch or the relay has failed. Also, check power into and out from neutral safety switch.

1999 XJ Cherokee will not start.

How old is your battery?
Try changing it or charge your battery. At Wal-Mart a new battery is around $50-$60 for a jeep. just look and see how many cca's you need. I think my jeep is 525cca's.
