Check to see if your starter has power. before trying to start, then with key on then while attempting to start
on the remote situation they are like $50 at the dealer and they program them for free

How do i fill the transmission pan with oil on a 1991 jeep Cherokee

Assuming that the transmission is a automatic, you fill it through the transmission dip stick tube. Just make sure you do not overfill it.

1995 jeep cherokee will loss power while driving

Most common cause of power loss is a stopped up catalytic converter. If you are saying it shuts off while driving, most common problem is the crankshaft sensor. IF you haven't changed the plugs or wires in the last 30K, it is definetly due for plugs wires, and probably cap and rotor button also.
