Typically you have to pull the (cardboard) liner in the trunk away from the light assembly, to get to the bulb. Then, gently twist the bulb holder one way or the other, until it comes loose from the tail light housing. Gently push the bulb in towards the socket that holds it, turn it counter-clockwise, and release the bulb. It should come loose. Assembly is the same, but in reverse.

Although many cars do not start if the brake pedal is not depressed, the thunderbird is not one of them. I have one outside in my driveway right now. There are unfortunately, numerous electrical glitches with 89-94 Thunderbirds. I have replaced many many electrical parts for both of mine (a '90 v-6 and a '94 v-8)

When this happens the problem is most likely the multi-funtion switch aka turn signal switch. Check to see if the 3rd brakelight comes on when the brake pedal is pushed. If so replace the MFS. The 3rd brakelight in late 80's fords bypasses the turnsignal switch.
