Well, the po401 is saying is that the egr valve has restricted flow. After changing the egr and the tube, something else is causing the restriction. a more thorough diagnosis is recommended. The po420 code sounds like a possible catalyst failure or an o2 sensor failure.
Check engine lights sometimes do not go off right away. To reset the check engine light, disconnect your battery, turn the lights on, on your car ( to drain any power left in the computer systems), reconnect the battery and the light should be off. If it comes back on, the EGR valve was not installed properly.
You should be fine. Usually what happens is when such a part causes the light to go on, the light will continue to come on again a few time after replacement of the part.
Simply disconnect the battery and let it sit for about 1minute (oat least 30 sec). Then reconnect the battery.
Drive the vehicle and if the light still comes one, take it to an auto parts dealer that can do a diagnostics test and ask them to clear the codes.
Even after this the light may come on - drive for about a week more and if it still stays on, then have the test done again and replace any other part that any codes may present faulty.
Otherwise, sometimes it itakes the computer and engine to adjust to the new part and get an accurate (consistant) reading until the light will stay off.
A lot of the time a light will come on if the O2 sensor(s) are bad. This isnt' a huge issue right aways, will slightly affect feul mileage and the amount of exhaust return into the engine for being reburned. Replace these if necessar (and if affordable).

You could have a restriction in the egr ports. remove the valve. Plug the holes, start engine. 1 hole will be blowing out exhaust, the other will have large vacuum.
Check your IAC Idle Air Control valve this will set off the check engine light and throw codes where you think it is the EGR valve. And no to your answer about another way to shut it off
If this is a 3.1 Liter,..it's located on the drivers side, on top of
the engine. It's bolted down with (2) bolts, mounted vertically, and
has a wiring harness attached to the top of it. It has a black plastic
top,circular in shape, about 4 inches tall. After removing it, invert
to show underside & try cleaning the orifice (with the recessed
screw) with a soft brass brush & carb' cleaner....to remove the
carbon build-up which causes poor running & "service engine soon"
light to display. If carefully removed, the gasket can be re-used,..if
it gets damaged, one can be purchased at a automotive parts supply.
If you plan on doing a lot of your own work on this van, I suggest buying a Haynes or a Chilton Manual from a local car parts store for you van, they can give you instructions on everything
