There is a place at the rear, into which you put the jack handle, then turn counter clockwise and a cable releases the tire.

SOURCE: spare tire removal

If the tire does not lower with the jack parts from the access door then you will have to put the jack up under the presseurerelease in the middle of the tire till it releases.

SOURCE: removing the spare tire from a 2005 Chev Silverado

These can be very difficult to deal with. What I've found is that the safety catch gets filled with grit and won't release properly. We usually support the tire with blocks so the weight of the tire is not on the cable and then you can, sometimes, reach up and work the safety catch enough to get it to disengage...But I have seen them so stuck that we've had to cut the secondary lock off which means you have to replace it if you want your spare back under the chassis again. I see the most problems with these in gravel and dirt road areas or areas that use lots of salt and sand in the winter.

The lock on the spare tire rack of my 2006 Chevy Silverado is screwed up - how do I remove it? Will the rack function without it? If not, what replacement parts are available?

Easiest and Cheapest fix is to torch it or hacksaw it unable the spare tire is free! Then put your tire in the back or your truck! There are tire carriers designed for your bed! Check out LMC trucks it's where I found out about it... I've already moved my tire to the bed just to elminate this extremely common problem with using the factory tire carrier under the truck... Think about it... Where does all the snow and water go on your truck? Under the truck, right? So aviod using the facotry location at all cost or it will cost you... Someday...

Accessing spare tire on 2001 Chevy silverado, 2500HD

These are done with a series of extentions that are part of the jack and "spare tire kit". It goes through the rear bumper and is lowered and raised by turning these poles or extentions. This more than likely has a little cover over the hole nearest the license plate I believe. Let me know if you need anything else.

How to remove the extra tire.

The tools to remove the spare tire should either be behind the bench on the floor or wall, or under the rear seat (king or crew cab) in a trap door. The instructions for removing the spare are printed on Tyvek paper and should be zip tied to the tools.
Hope this helps!
