Hello i had the same issue my gas gauge did not work and i had a bad fuel pump ,i ended up replacing my pump and realized the pump has 2 units attached to it one is the sending unit for the gas and the other the gauge level ,i encountered an issue when i swapped out the old pump for my new pump the gauge did not work any more after replacing,so i investigated after ruling out any wiring defect ,i made sure the pump was properly connected in its self the pump has a connector between the sending unit and the gauge level, and after that i realized the bcm, ECM, or vcm how ever its called (the computer) for my vehicle needed to be re-flashed completely for it to see the new pump... i never would have thought the main computer could not end up just detecting it automatically, all 98 and 99 must under go a re-flashing when any fuel pump is disconnected and replaced... hope that helped...
