2) The vehecle engine starts but the engine speed can't go above 2000RPM even when I push the gas pedal all the wa down.
When the vehecle is in park the engine speed will just get to 4000RPM and return back to below 1000RPM.

Probably not. You can run 'high mileage oil' which helps some and running 10/40 oil instead of 10/30 will help also. Replacing the oil pump and cleaning the intake screen might help too.
