Check for power at the starter from the solenoid when the key is in the start position.. if you have power there it is the starter .. if not you probably have a safety switch malfunction . You can bypass them for testing purposes.
If the battery is fully charged, and it still will not turn over, it could be a faulty compression relief valve (decompression device). To much compression, will stop the starter from being able to turn the engine over.
