96 Volvo 850 Turbo. Both headlights went out but the high beams work if I hold the switch back. Turn lights and running lights still work. Dash lights glitch slightly as well

    Now all interior lights and turn lights have stopped working. Still think it's the same problem?

There is a head lamp switch mounted to the steering column. it has died. to access it you have to remove the cover under the dash. remove the four bolts hold the steering column and let it drop down. find the switch usually behind and to the side of the ignition switch. there will be a rod giong to it from the handle. remove and replace the switch and assemble in reverse order

    No it almost sonds like a multifunction switch, fancy name for turn signal switch. Except the interior lights don't work off this. I'm not sure what year they came out ,but does your car have a body control module. that does control those and more. one thing i just thought of is to check your fusible links

Lights blown

Well the dash lights and headlights are on two different circuits, but both are controlled by the headlight switch.
Do you have power in and out of the switch for both circuits ?

Headlights

I have a 96 my headlights went out also, my buddy owns a shop so he checked it out and the problem was the two way switch,which is the high/low beam switch. it is expensive $220 new but i found it at a yard for $70 bucks.

96 Volvo 850 Turbo. All exterior and interior lights not working except for high beams which work only when the switch is held back

I hate to ask, but are you sure the headlight switch on the dash to the left of the steering wheel near the door is in the 'up', or headlights on, position when you do this? If it's not and the exterior lights that are on are just the daytime running lights, then this is how it's supposed to work so that you can "flash to pass" other drivers. On the other hand, if it is in the correct position, try pulling back further until you get the 'click'. If there is no click, then the little piece of plastic inside is worn and needs to be replaced.

There is a relay that controls the headlights, volvo calls it a step relay. You will have to check that power is getting to this relay. If not, check all fuses and wiring. If power supply checks out ok, you may have to replace the relay. Let me know if you need any more info or a wiring diagram.

Issue with dash lights dimming while driving,

If the battery and alternator tested fine. I would have the charging system rechecked when engine is hot and at high rpm's. This way the checks are being done as if you were driving and driving for a long time. Alternators can work fine when cold but weaken when hot or stop working. This problem is not rare but only is seen occassionly. Unless it was checked at an electrical shop the average shop doesn't run these tests for they don't see the problem often enough to automaticly run them at all times. What started this mess? tailights, fog lights, brake lights....

The relay has nothing to do with the tail lights, but replacing the switch sounds like a good idea. There's a nut holding it in place, see http://www.skandix.de/en/spare-parts/electrics/switches/switch-headlight/1027524/ to get an idea of the construction. And the price. This is not worth fiddling about unreliable workarounds...
In addition, if fuses 15 and/or 16 burn frequently there might be a problem with the tail light cabling.

After turning ignition, only parking lights work. low beam headlights were replaced recently. parking lights wont even turn off. headlights

I had an S-70 with the same problem what happens is the headlight switch tabs that hol it together broke and the switch was slightly separated and connection was not there for the headlights and also check the high beam see if headlights come on i dont think it is a relay or fuse??? proballally the headlight switch and easy to replace you even can use one from an 850 model
