Car won't turn over so it has to be a problem with PATS. Starter is good, battery is good, plugs and wires are good, transponder and transreceiver are both good. Thought that I had to get my key programmed but when the Ford mechanic came to program the key the P.C.M wasn't reading the code. He said there must be a wire broken somewhere.
My question is where do I start, and where should my main focus be when looking for this/these wires? Could It be a relay?
I apologize, nobody answered so I went somewhere else. I know now that it's the pcm and it has to be flashed. Then my keys will have to be programmed again. I have a new question for you though; instead of getting it towed to and from the dealership, paying the labor plus the price for the job (pcm flash and key program), is it possible to the the key, ignition, pats ignition ring, and pcm from my 1998 contour SE at least temporarily?I apologize, nobody answered so I went somewhere else. Under the dash probe the grey with white wire com ing from the ignition switch crank over the car with the key at the same time check the grey with white wire for voltage, if there is no voltage it could be the ignition switch, if there is voltage, check the fuse under the hood for the starter you could also swap the starter relay with a different one

Is the security light on or flashing when trying to start the vehicle .
Anti-Theft
The passive anti-theft system (PATS) consists of the following components:
Anti-theft indicator
Encoded ignition key(s) (the key contains a transponder)
PATS transceiver
Powertrain control module (PCM)
PATS will disable the vehicle from starting if there is:
a damaged PATS key.
an unprogrammed PATS key.
a non-encoded key (a conventional key or one that does not have any electronics).
damaged wiring.
a damaged transceiver.
a damaged PCM.
If it is a anti-theft system you will have to take it to the dealer .This system will keep the starter from spinning the engine .
The PATS security system would prevent the engine from cranking if the system does not "see" the right chip in your key. If the system is working correctly, the light should go off after you turn the key switch on. You should have power on the small starter wire when the key switch is in the start position.
The only way to try to start a car by bypassing the ignition is to pop the hood and jump start the starter (where the big red power feed wire is connected) to the positive terminal on the battery. If the vehicle is PATS security protected I don't think this will do any good because when a PATS key malfunctions the cars ECM shuts down and the car won't go anywhere until a functioning PATS key is inserted into the ignition.
