you have to take off the passanger side tire to acess it but you beed to loosen the altenator to get the belt off then work from the bottom of the car trust me it is a pain in the **** but your other route is to move the ac and power stearing lines

No diagram...
The pivot bolt is the long bolt that holds the alternator to the frame.
If you loosen it, the alternator can "swing" with the pivot bolt as its .... well, pivot, or swing center.
The long bolt must be removed completely in order to remove the alternator.
Be sure to doisconnect the negative cable from your battery.

The 2000 neon the belt goes from teh alternator to the Harmonic Balance pulley only. The adjuster is on the alternator and is a 10 mm. Turn counter clockwise to loosen and clockwise to tighten the belt.
