First you need to take off the other belt. Turn the tentioner (2), usually a 3/8 ratchet, and remove the belt.

Second, you need to loosen the alt tension bolt, almost straight down from the (1). Push alternator toword motor and remove belt. Installation is the opposite.

you have to take off the passanger side tire to acess it but you beed to loosen the altenator to get the belt off then work from the bottom of the car trust me it is a pain in the **** but your other route is to move the ac and power stearing lines

No diagram...
The pivot bolt is the long bolt that holds the alternator to the frame.
If you loosen it, the alternator can "swing" with the pivot bolt as its .... well, pivot, or swing center.

The long bolt must be removed completely in order to remove the alternator.

Be sure to doisconnect the negative cable from your battery.

The 2000 neon the belt goes from teh alternator to the Harmonic Balance pulley only. The adjuster is on the alternator and is a 10 mm. Turn counter clockwise to loosen and clockwise to tighten the belt. You will have to go to the tensioner pulley and put a wrench on that bolt and apply presure in the allowed direction and take the belt off...look first to see if there is a diagram of how the belt goes back on if there isn't write one down before you take the belt off...might be a good time to inspect the belt for cracks and replace as needed.

I changed my alternator on my 95 neon now their is a high pitch squell coming from the belt area i tried losening the belt it didnt work,what could this be

Can be a host of things, mainly pulley bearings. The most common is the binder pulley. Having worked for Chrysler/Dodge/Jeep i can tell you that it's one of the main problems for all dodges, not just neons. If the pulleys are fine, maybe the belt is too loose and slips on the pullleys causing the noise. Also, it could be the new alternator itself being defective. I've seen plenty of alternators coming new straight out of the box and having busted bearings, or the internals hitting each other or the casing, preventing the alternator to spin freely. Other than that, it would be best to have the car checked out by a mechanic.
