The easy way(if you have a shop) is to remove the bed it 8 bolts and one ground wire and one plug, just did one it took about 2 hours with one beer break,,I bought the whole pump assembly with shipping and all for $157 from california

If the fuel pump is inside the gas tank, remove the gas cap, to equalize the air-pressure inside/outside the gas tank. That should let the fuel pump "suck" the gas from the tank.
Yes the fuel pump is located on top of the gas tank. you will need to move your entire truck bed to get to it...alot easier than taking the gas tank down. simply takes a few bolts to loosen and 2 people to life and move the bed and then you have direct access to the pump
the fuel pump is located in the fuel tank, remove gas tank and all lines and wires,remove lock ring and replacefuel pump and screen filter reverse to install
if it is the fuel level sending unit you will have to replace the pump because they are a 1 piece assambly. it will be a task to change too as you will need to either remove the truck bed or drop the fuel tank to get to it.
sending unit on the fuel pump in the tank is stuck, and needs to be replaced. its expensive, but that will fix your issue. its the housing around the pump that has the float arm on it. you can try to free the float arm by removing your pump assembly, but cant guarantee its any good after being stuck
