The ususal cause is the plastic hose that runs from the pump in the engine bay to the actuator located at the throttle pedal. The plastic pipe tends to rot.
1. Check the connection to the switch at the brake paddle.
2. Check all the vacuum hoses and connections.
3. Check the fuse.
4. Check the rubber bellow for any cracks.
5. Check the actuator in the engine bay whether there is any amperage.
