If trying to fix so no overheat...then the 1st tech is correct. If you want a working nav/radio/climate control unit...seek professional help. Sorry but it will also be very expensive. Consider checking all fuses and wiring, and anything that has been done to vehicle recently that could have contributed to this problem like aftermarket radio or componets wiring and such...sometimes something was left un plugged or randome wire cut, or someone tied into a power at the wrong place, or bad grounds...because it is a Jag...it is 3 to 5 years ahead of all none exotics cars as far as technology so you may need a pro shop to help...
As with any car run the car for about 1/2 an hour,or until it is hot.Feel your top radiator hose, if it is hard and you cannot flex it. That is telling you your thermostat is stuck in the closed position and your antifreeze, is not circulating,which would explain your cold air. I hope this helped.

U have a stuck air temp control blend door, either the actuator motor is defective or the door is warped and has jammed, one thing is that u must remove the dash to rcheck replace these parts.

there is a good chance that you blend air door is stuck closed over your heater core and therefore not allowing the heat to flow, also your door that opens and close your direction of flow from the floor ,das,vent and defrost.your going to have to remove the lower cowling of the dash on the passenger side analso some of the center dash to actually check to see if the cable,servo motors. are acuating the doors.the issue could be just a stuck door or a misaligned cable or that it came off. that falls under the mechanical side of probabilities. electrical would most likely be a faulty selector switch or a servo motor

Its more then likely the temp door broken or temp door motor broken/stuck. There is 2-3 of these motors under the dash on the side of the evap/heater core box. Some require extensive labor to replace, good luck

Has the vehicle overheated recently, if not there is a failure of the Coolant from engine valve controller, that measures flow through the Heater Matrix. Come back with more, as necessary.
