Make sure the shifter is all the way in park and the button on the shifter is not stuck in. If that is all good it could be a shifter cable stuck but is most likely a bad ignition cylinder (not switch).

Try a simple trick I have used on many Volvos. You will need several paper towels and a can of WD40. With the ignition off soak the switch until it overflows with WD40 and work it in all it's directions for 5 minutes and repeat. The WD40 will clean the contacts which is the normal problem.
Has this happened before? Is the steering wheel locked? In which case, you will have to gently tug on the wheel towards the left as you turn the key the rest of the way. Or, is the key physically jammed? In this case, some WD-40 should free the key enough to pull it out. Also, the gear shift must be in park and the interlock fully disengaged (make sure the little button on the shifter is all the way out). As you can see, the key may be stuck for a myriad reasons. If none of these work, it still might be something else. Try these and report back.
Some ignition system locks will not release the key unless you push in towards the column while turning further off. It is a safety device to stop in advertent removal of the key while moving. Try that first.
Mileage on timing belt, depends on year ? make (volvo) model (c70) and engine size?. heres a couple of mileage readings,the 1998 c70 with a 2.3 turbo engine is due every 70,000 miles. the 1999 -2001 c70 with 2.3 turbo is due every 105,000 miles. the 2002- 2004 c70 with the 2.3 engine is also at 105,000. the 1998 c70 with the 2.4 engine is due every 70,000 miles. the 1999-2001 c70 with the 2.4 engine is due every 105,000 miles. the 2002- 2004 c70 with the 2.4 engine is due every 105,000 miles. god luck hope this helps.
You can try moving the streering wheel back and forth a little. Or make sure the car is all the way in park. Other than that, maybe flipping the key....
If none of the above work, you may have the replace the ignition lock cylinder.
