What is the cigarette lighter fuse called on my 2008 Nissan sentra and where is it located at?

According to my service manuals the 08 Sentra has EPS or Electronic Power Steering and does not use any fluid or have a pump because it is an all electric system.

There is a relay it's located in the fuse panel and yes there is a fuse read your owners manual or open the cover to the fuse panel inside the car and also there is a fuse box under the hood in the engine compartment and inside that lid it has a layout of the fuses and what they are.

probably the clock spring uner the steering wheel. It transfers voltage from the steering column to the steering wheel.

REMOVAL AND INSTALLATION Sliding Contact, Air Bag Removal

1. WARNING: THE BACKUP POWER SUPPLY ENERGY MUST BE DEPLETED BEFORE ANY AIR BAG COMPONENT SERVICE IS PERFORMED. TO DEPLETE THE BACKUP POWER SUPPLY ENERGY, DISCONNECT THE BATTERY GROUND CABLE (14301) AND WAIT TEN MINUTES.
   Remove the steering wheel (3600). Refer to the procedure in this section.
   

1. Match mark and tape in place the inner and outer elements of the air bag sliding contact.
   

1. Remove the two steering column shroud screws and the lower steering column shroud (3530).

I had this question initially. However, the Nissan Sentra (starting in 2007) has an electric Power Steering. It DOES NOT need any power steering fluid. The electric power steering is suppose to give you better fuel efficiency and lower maintenance cost.
