If you want to lay on your back in the driveway to remove the fuel tank,go ahead. I don't think you will like that job
The fuel pump is located in the gas tank. If you crawl under and look up at the tank, you will see two straps holding the tank in position. At one end of the straps will be a bolt. Remove the two bolts, and slowly lower the tank. On the top of the tank, you will see the top of the fuel sending unit. You must remove the fuel lines and power lines, as well as the breather tubes before removing the metal ring securing the assembly. After you remove the assembly, you will see a metal cylinder attached to it with a red and black wire going to it. This is your fuel pump.

Hello , fuel pump relay location is in the relay box by the radiator. The fuel psi regulator is on the fuel rail itself. The regulator looks like a small disk about 1.5inchs in dia. It will have a vacuum line running to it.
there is also a trianary switch in the cargo area (trunk) make sure this swith has not poped up just push it down if you hear it click it was probably tripped. If it tripped it may need replaced. These switches were used by Ford for many years to stop the fuel pump from running in the event of a crash. Also have you checked the fuse or the relay these are the areas to start before pulling the tank
no sorry if you are train to get to the fuel pump you need to remove the fuel tank. and if you are changing the fuel pump don't forget to change your fuel filter and pump strainer.
