There is no "cam" sensor. The ignition module detects the timing of the cam based on spark demand from he cylinders. The common fix for this is to remove the ignition module, located under the ignition coils, and clean the mating surface on the transmission with a brillo pad until clean and smooth. Then reinstall the module.

Where is the camshaft sensor located on a 1999 Saturn SL1?

If you have the 1.9 SOHC, you don't have one. If you are getting an error code for a bad camshaft sensor, you either have a bad spark plug wire (#1) or corrosion where the plug wires go to the coils.
Swap wires from cylinder 1 to cylinder 2, and see if the check engine light goes away. (This is common on the staurn) If it does, replace the wire set.

Where is the camshaft sensor on a 1.9 litre engine

There is no camshaft position sensor on a Saturn S-series. If you are throwing a code for P0340 about the camshaft position sensor circuit then there is a unusual way to go about it only because there is no sensor.

First thing is to check the plugs and wires. If anything replace everything since it will only cost about $15. The next step is to check the coils. I had this same problem a year ago and it turned out to be a bad ground. The grounding point are the bolts that bolt the coil packs to the ICM module (where the coil packs mount to). Clean the back of the heads of the bolts (there is probably some rust on there, get ALL of the rust off). Then bolt everything back on and see if the code disappears.

If that doesn't fix it then you should replace the coil packs next.
