What you mean by voltage sensor. The battery supplys the power .The VCM or ECM is the computer or what ever they call it .
It runs on a 5 volt referance voltage that it uses to measure the .5 volt signial for most of the sensors .
If you are haveing problems with sensors you need to get the codes read this will give you lots of information and insight into witch sensor is causeing the issue . But is no voltage sensor .Voltage regulator or alt or battery these supply all power
Yes it can, your computer system in your car runs on less than 5 volts

SOURCE: 06 Chevy Cobalt power steering msg and check engine light on
So I fell victim just as everyone else has. I hit 45,000 miles and my power steering went out and it cost $900 to fix it.
In order to get Chevy to recall this problem we all need to call the National Highway Traffic Safety Administration at 888-327-4236 or visit http://www.SaferCar.gov It will only take a few minutes.
I made a video and put it on youtube to help build awareness on the subject:

That is a hard problem to pin point without knowing what codes the computer has stored. It can be any number or sensors or engine problems.
You can go to most auto parts stores and they will pull the codes for you for free.

best bet is to stop in at a Pep Boys, Autozone, or similar big autoparts seller, and ask for free trouble code scan, which should pinpoint area causing problem. If not obvious by codes, what is necessary to repair the problem code, get back to us with those codes and we will be glad to assist you further. Better this way, takes away the guess work, and saves you money, as well as getting it right the first time.

Check the drive belt, and the alternator, most likely if the belt is still on,and it is running on the pulleys ok,then the alternator maybe out, have it checked, with out the alternator working the engine will not perform.
