actually it shouldnt ,at least i have not heard of such. only the safety features where it shuts completely down with in so many miles, make sure something else wasnt intentionally done too it

Your stereo may have a security code that needs to be entered whenever the radio is disconnecred from the battery. It's an anti-theft device that makes the radio worthless to theives (even though nobody would steal a factory radio but, I digress...).
Have a look through all of the documentation for your van, owners manual, any additional pamphelts, etc. There may be one for the radio that should contain the reset code.

A vacuum leak would cause both problems. Lean mixture codes and an idle problem.

Lets not panic about oil light just yet. What may I ask, did the mechanic who changed the timing belt say when you asked him about the possibility that he didn't install it correctly?
