There is no DRL relay , has a lamp control module .
The daytime running lamps (DRL) activate under the following conditions:

The ignition switch is in the RUN position.

?€¢
The ambient light sensor indicates daylight.

?€¢
The vehicle is not in the PARK position.

When the above conditions are met, the lamp control module (LCM) supplies battery positive voltage (B+) to the low beam headlamps through CKT 589 (GRY), the DRL resistor, and CKT 12 (TAN). The DRL resistor reduces the voltage supplied by the LCM. The low beam headlamps light at a reduced intensity. The DRL disable if the vehicle is placed in the PARK position. When the ambient light sensor indicates darkness, the low beam headlamps automatically switch from a reduced intensity to a regular intensity.

COULD BE DIMMMER SWITCH .DRL RELAY LOCATED IN FUSE RELAY BOX UNDER THE HOOD IN ENGINE COMPARTMENT.

It sounds like your DRL RELAY/Headlight relay. I had this happen with a 2000.

TOYOTA. From the Toyota technical service bulletin EL011-00 Web site for specific models determine where the module is; either the DRL relay or the body ECU, connector number, pin #. Oct 6,2000.

-disconnect battery- Then remove the wire with pin attached and tape to the harness. (consider just cut and tape the wire) -check operation- [except the 2000 MY-Avalon, additionally you need to ground the wire at the module end of the cut wire]

I found a service manual and located the module. It is on the passenger side, accessible after removing the kick panel, lower right. You then unplug the electric lock module and reach waaaay up to the DRL module. Somehow, it unplugs from there.

The drl relay (in the small relay box passenger side) is actually the same size relay as (i think) the main fan relay (big fuse/relay box, driver side) they are the same color, swap them out and see what happens, however, if your daytime running lights arent working, this might be a light sensor, fuse or grounding problem.... Its up under the dash, like forward of the drivers left knee. 13 wires but the connector has 14 cavities. Roughly the size of a pack of cigarettes.
