2004 and surband. From a dead stop, acts like something is locking up, then quickly quits, but makes noise from the front end

If this is a 2 wheel drive vehicle, then you could have a wheel bearing issue, or more commonly, brake caliper issues.

Do you smell a burnt smell from the wheels? Does the vehicle pull when you apply the brake? Check the pads to see if there's more wear on one side than the other side of the vehicle, as that is also a sign of a sticking caliper. Also a brake hose can start to disintegrate inside of itself causing rubber to block the flow of the brake fluid, so it's a good idea to replace them with the calipers too.

1994 Jeep Grand Cherokee with newly rebuilt tranny, brakes and front left CV joint and boot makes jet engine noise at high speed

The only things this could be are bad parts or faulty installation and the only things that would get that hot are brakes and bearings.

Brakes have locked up after having to hit them hard to avoid a crash. Now they smell and make the car bounce after hitting 45 mph.

sounds like to problems did you actually hit some thing? if not the burnt smell should go away. about the bounce at 45 mph are you sure that it's not a shake and does it go away at 55 mph or different speed? if this is whats happening the front tire is out of balance weight could have fallen off. try this

After driving for around 30 minutes, the brake

That sounds like the "Porportioning valve" is defective.
You may want to go to your local library and check out a Chilton's, or some other repair manual for the "how to" to fix yourself or take it to a tech you can trust.
