Possible causes for a stiff steering wheel are a loose or damaged power steering belt, low power steeringfluid levels, a damaged or leaking power steering rack or a broken power steering pump.
It won't hurt to drive it. Steering will just be stiffer without the power steering. Once you are moving, it will be easier to steer.
Don't know the problem, a shop will have to check it out. But it is okay to drive it.
Have you checked the tyre pressures. If you have no power steering a flat tyre will make tunning the wheels hard due to more turnning rsistance. Also a seized ball joint some where would also make steering hard.Hope this helps
