Ignition cylinder is broke(some tried to steal my car 2000 dodge neon) but when i put it back in my car wont start uo it only turns the car on

Sounds like the ignition cylinder is jambed, if you remove the covers and put the key in, you might be able to turn it with pliers, just turn it to the accessories position, then there is a small metal clip that pushes in, push it in and pull the lock cylinder out of place, get a new one from the dealer and reverse to install. If it's above you, your dealer can help, usually about an hours labour or so.
