Try to start the car then leave the ignition on for exactly 10 minutes then turn the key off(anti theft will stop flashing). and try to start it again..... might take three tries
Most of these older GM's you can turn the key on and leave it on for 10-15 minutes, come back after that time and see if the anti-theft light has either went off or is blinking. If it has turn key off and turn back on, do this 2-3 times it will reset the anti-theft system. After it resets, light should go off and it should crank. Hope this helps
SOURCE: When anti theft light is blinking the car wont
On a 2003 Chevy Maibu the theft system light comes on and blinks when the system is triggered. The car will not start and the fuel pump cuts out. You must turn key to on and have all doors closed. Keep the key to on for 10 mins til theft light turns solid and then disappears. Then turn key to start and it should fire up.

Try turning the key to the on position with the dash lights on. Let the vehicle sit for 15 minutes with the drivers door open. That should reset the anti-theft device.
