In some countries it is compulsory for the light to be on and were wired like that. When the ignition is switched of then the light will go off.
Only a auto electrician can assist you to change the wiring.
I have a 97 olds achieva and the headlights stay on all the time. It's just how the car works..

It sounds like your brake pedal switch is not working right. Are the lights on all the time, or just when you turn ignition off? If the former, it is bad brake switch. If the latter, you likely have a bad ground located somewhere in the wiring harness.
