I used the telescopic to draw the steering outward. Now it is stuck and the telescope is not going in.. can I release it somehow?

Open the gear motor on the left hand side of the telelscopic assembly. Take the plate off held by 4 philips screws. Using a 10mm socket, remove the bolt holding the platic gear. Remove plastic gear and insert the reverse way. Over the years, one side of the gears get worn out.

Yes it would be perfectly ok to disegauge the auto switch to keep it from moving again. It needs a tilt motor replaced . not a easy job.

during you selection adjusting the steering wheel in and out and if you hear the gear moving but you steering does not move than the gears are prob. need replacing, worn out gears.

Dave , I have one in my cj5. The info I got on it was that it was out of a Cadillac Fleetwood from 69-1976. I was able to get a switch from Rock auto for it.It is basicly the same as any other GM column. They were also use in other gm models in those years. Larry [email protected]

Excellent tutorial here that helped me when I had a loose steering wheel on my 1988 Deville.
This one is not from an 89 Eldorado, but all GM Tilt/telescoping steering columns from that time are virtually identical:
