Only the 1MZ V6 has this relay. On the 4-cyl, the fuel pump runs off the circuit opening relay, which is in relay block 6, behind the instrument cluster.
I would not bother. Usually this is valve guides/seals wearing out, but if that is the only problem, I would not worry about it. When it sits, the oil in the rocker arm area is leaking down into the cylinders, then when you start it, it burns off. I would not do anything until you start using a fair bit of oil, or something breaks.
Starting around 2003 toyota changed the design of their 4 cyls in the camry, they no longer use a timing belt, they use a chain that doesnt require you to change it like a belt.
