No high mount brake light switch? Sure it's the tail lights and not the brake lights? If the brake light switch is out of adjustment, it'll keep the brake lights on full time. The switch is under the dash and touched the pedal arm
Check the brake fuse in your dash's fusebox. Since the turns work, you know the bulbs are good, unless your Neon has separate brake lights. If the fuse is good, bulbs are good, then check for power at the brake light switch on the upper portion of the brake pedal. Should have 12 volts there all the time. Use a testlight or voltmeter to check. Good luck.
Push and hold the brake pedal in the applied position.
Push the switch forward until fully seated against the bracket.
Release the brake pedal.
Lightly pull the brake pedal rearward until the master cylinder pushrod bottoms against its internal stop. The switch plunger is now set at its proper clearance.
Loosen the switch-to-pedal bracket screw and slide the switch away from the pedal arm.
Push the pedal down by hand and allow it to return on its own to the free-hanging position. Do not pull it back!

Slide the switch towards the pedal until there is a gap of 0.140 in. (3.5mm) between the plunger and pedal arm.
NOTE: The pedal must not move when measuring the gap.
Tighten the switch screw to 82 inch lbs. (9 Nm). Recheck the gap.
Push the switch through the clip in the mounting bracket until it is seated against the bracket. The pedal will move forward slightly.
Gently pull back on the pedal as far as it will go. The switch will ratchet backwards to the correct position.
1994-96 Pick-Up Models
This procedure calls for setting the switch prior to installation. Installation directions are included in this one procedure.
Preset the switch in the following manner:
Pull the switch plunger all the way out until it is fully extended.
Push the switch plunger inward 4 detent positions (clicks). This will provide the preset position for the switch installation. The plunger will extend approximately 0.55 in. (14mm) out of the housing at this setting.
Connect the harness wires to the switch.
Press and hold down the brake pedal.
Install the switch. Align the tab with the notch, then insert the switch and turn clockwise about 30°to lock it in place.
WARNING Do not use excessive force when setting the brake pedal switch or damage to the switch could result.
Release the brake pedal, then LIGHTLY pull the pedal fully rearward. The pedal will set the switch to the correct depth.
Try pulling back on the brake pedal if lights go off then either switch adjustment or the brake booster is allowing the pedal to drop down if it's running (vacuum) or brake pedal mechanism is binding.
Remove lower steering column cover and knee blocker panel from instrument panel.
With the brake pedal fully pressed, rotate the stop lamp switch counter clockwise 27 degrees and remove switch from the mounting bracket.< Just turn Count clockwise until you feel it unlock from its previous location, then pull it towards you>
Disconnect wire connector from stop lamp switch by depressing the lock tabs holding stop lamp switch to mounting bracket and remove switch.
Its recommended to have someone push the brake pedal for you, can be tough to push it while trying to get his out.
Connect the harness connector to the stop lamp switch.
While pressing the brake pedal, insert switch into the keyed hole in the bracket and rotate the switch into the locked position.
Gently pull back on the brake pedal until the pedal will go no further. This will cause the switch plunger to ratchet backward to the correct position. No further adjustment is necessary.
I would investigate the pedal operated brake light switch which is probably faulty.
Brakes lights will always operate when the ignition is off if you depress the brake pedal. They will cancel when the pedal is released but only if the switch is operating properly. Faulty brake light switches are not uncommon on 10 year old US built vehicles.
if you look under dashboard toward the top of the brake pedal assembly there is a little white/cream colored box mounted to the same bracket as the pedal, onec you locate this box all you have to do is turn the plastic unit 90 degrees and it will slide off the bracket, there is one electrical plugin on this switch. fairly easy job just difficult to get to
