When I fill the car up, it will run fine until it gets to a half tank. Once it reaches a half tank, it starts lurching and jerking as if I was stepping on and off my gas pedal over and over. It will stop for a bit if I turn the car off and back on... Ive dropped the tank thinking it was the fuel pump screen getting plugged, but the screen was just fine... Any ideas what it could be?

it might have a bad coil pack. does it miss at all? the plastic boots deteriate and cause an arcing in the spark plug tube. my experiences have always been high rpm is ignition be it a coil pack or something in ignition.

This sounds like a vacuum control problem. Since part of the problem is when the engine is cold; a thermal switch is venting vacuum until the engine warms up enough to shut down the thermal switch, thus restoring a steady idle. Vacuum can be affecting high rpms while running too. You could have a misrouted EGR vacuum line opening the valve at the wrong time. There are sometimes hose routing decals on the radiator shroud or under the hood. These can be visibly checked.

Hello
You say you checked the ignition switch, you are 100% sure that isn't the problem? this year and indeed most 1990's Honda"s has a problem with the electrical contacts in the ignition starter switch, the symptom is the car will run until the key is released to the run position or the engine just stalls for no reason, the switch is very easy to replace and I bet is your problem, just remove the sterring column covers, they are a **** shell cover the screws are recessed on the bottom of the cover, Honda doesn't sell the switch seperately from the key cylinder buy it is sold in the after market, here is a price and picture of the part.
