On a 1990 Buick you have a fuseable link between the headlight switch and the battery.
Do you have power in and out of the headlight switch and the dimmer switch ?
Headlight switch yes, dimmer switch I don't know yet. Car belongs to my mother in law. When you pull back on the turn signal (dimmer switch) the lights come on and when you release it they go out.
That's the Flash to Pass feature on most all dimmer switches. It powers the bright lights while you are holding it in place. So you know the circuit has power in at least one position.
Sooo what could be wrong with her headlights not coming on?
Have you checked the dimmer switch for power yet ?

Hello, I'm not sure if you are still dealing with this problem, but here are a few tips.
1.When the car is running and at normal operating temperature, check the transmission fluid level. If the transmission fluid level is low, this will cause the Transmission to slip when in drive.
2.If you transmission fluid level is low, this usually indicates you have a leak. Transmission fluid does not need to be changed like other fluids such as oil.
3.You may also want to add a "stop slip" agent to you car, this may help or possibly correct the problem.
4.If all else fails, I would recommend you take you car into a certified Transmission shop. Please vote or rate this reply if you found this reply helpful.

I think that your flasher is bad I believe that the 4-ways flasher is a seperate flasher unit it should be in the fuse box and look like the 4-way flasher , to find the flasher turn on the 4-ways and you can feel it or hear it flashing and lok for the flasher for the turn signals
