My 1992 buck lesabre will not turn over anymore It was slow at starting before but i thought it was because it was cold out but now it will not even turn over and my battery it fine

Could be a bad coil, bad spark plug, bad fuel injector, however one cylinder will not cause a no-start condition. Plug the wire back in and see if it will start.
If there is no "Check Engine" light try a bottle of good injector cleaner in your gas, or cleaning the throat of your throttle body with a good spray cleaner. If the "Check Engine" light comes on then put it on a code scanner and that will point you in the right direction.
Make sure and check your ignitioin fuse if its out the car will start it just wont stay running verry long sometimes in most cases will turn over but not start
