You don't need to remove the rear bumper cover to remove the tail light units. See the link.

Ok to remove tail lamp assembly open the trunk and there are plastic nuts that hold the cargo remove that nut and pull back the hard fabric on the sides and there should be 3 to 4 plastic nuts, remove all and remove tail lamp and replace your bulb. good luck!

Open trunk and twistand pull bulb replace.

there is a connector that plugs into the light that should be looked at. is there any water leaks anywhere. there were problems with water leaks on some malibu models around the tail lights. pell open the inside covers and get to the tail light to inspect for this. also check those bulbs just in case they did go bad. any condensation in the light? not sure if the Impala has a single fuse for both tail light or one for each but you should check fuse box under dash and under the hood. good luck

Tail light should be in the trunk, open up trunk, find panel that should come off, go to Auto Zone get a new one.

in the trunck behind the tail light pull the carpett down you shuld find either finger screws or little bolts that hold the light in take the bolts out and remove the tail light. to replace the balbs all you have to do is twist the pig tail socket and it will come out of the tail light.

have to pull back carpet panel in trunk the nuts are behind it

Open the Trunk Lid. Now...There is a Nut holding the Trunk Liner Carpet to the body of the Car. Remove it and pull the Liner downwards out of the way. Now you will see 2 more Nuts holding the Tail Light Assembly to the Vehicle. Remove them and the Tail Light should now be free. I uploaded a picture for you showing how it is done.
