The switch that causes this is the one on the steering column that you pull to dim the headlights, it is also known as the Multifunction switch, it is the turn signal switch and wiper control as well. The switch is about $60.00, and is available in the aftermarket. To replace the switch disconnect the negative battery cable, then remove the lower dash panel under the steering column, a few screws hold this on, next on the bottom of the **** shell covers of the steering column there are about four scores holding the tow halves of the cover together, remove them they should be #2 Phillips, unsnap the covers from the steering column, unplug the wire connectors to the multifunction switch, remove the screws that hold the switch to the steering column and remove the old switch, reverse to assemble. Just so there is no confusion as to what switch I mean a picture and part number are below.

Thanks for choosing FixYa and welcome to the site. Your fuel filter is usually on the same side as your gas cap is, under the vehicle. Go to the gas cap and look under the car. You should see the fuel lines. Follow them toward the front of the vehicle. Some of them will go to the tank and the others go to the front of the vehicle. You should run into the fuel filter following them lines. It almost looks like a small oil filter.
