Fuel system 96 Saturn sc2 i turn key on and i get 46 psi for 10 sec then it drops to 0 it still starts for about 45 sec pump does not kick back on and it stalls if i turn off and back on it starts all over.

How long since a tune-up? Any applicable trouble codes? If issues are temp related, check your coolant temp sensor. I'm not saying replacing that sensor will definitely fix it?
Also, use a gage and check proper fuel pressure, my info says 38--44 psi. After you bring up the proper fuel pressure, turn off the key. My info says the max fuel pressure drop in 5 minutes is 8 psi. So if the fuel pressure drops like a rock, you have a fuel pressure leak and you need to find it and fix.
2001-2004 gmc sonoma 4.3 [X, W Eng.] fuel system specs: 60-66 psi when you turn the ignition key (fuel pump) on without starting the engine. If fuel pressure drops back down quickly after fuel pump stops working (works for only 5 sec.) then you have a bad fuel pump or leaking injector spider.
May have small fuel leak or fuel pump sending unit leak down. Or fuel pump psi low.
After 30 minutes try this turn key on. do not try to start wait 10 seconds turn key off then on again 10 seconds then try & start if it starts right away fuel system is losing PSI either back through the fuel pump or a leak in line. If you can find no leaks would suggest replace fuel pump & assembly. Another possible but rare fuel injectors may be leaking fuel over time & dropping PSI needed for start up.
it is not the regulator if it has 40 lbs of pressure try to pinch off the return line and if pressure drops quickly it is either the check valve in the pump or the rubber seal between the pump and the sending unit
IT sounds like the fuel pump to me.You will have to put a fuel pressure gauge on it and see that it has more than 50 psi.The engine needs between 50 to 60 psi to even run.I think you should just change the fuel pump.
