I can get the noise to stop sometimes if I rev the van above 3 RPMs, cut the a/c on & off repeatedly, or shift between park & reverse a few times. It will quit squeeling on it's own after a few minutes usually, but recently it has started squeeling when I'm driving regardless if the a/c is on or not. We have tried to pinpoint the source of the noise, but we have only established that it is NOT coming from a belt. Could it be an issue with the power steering pump or what?

More than likely yes it is the belt. If the belt isn't cracked, (which can be viewed by looking at the ribbed side) I would suggest some belt condtioner. If any foreign material gets on the belt (like oil) it could cause it to squeal. As long as the belt its self isn't damaged, It won't hurt anything. However this isn't a constant noise correct? Just occational? If its occational than for sure get some belt dressing/condtioner. Avaliable at Wal-mart or any autozone ect. for around 5 bucks. Hope this helps.
