The air pump is usually the first thing to go, especially if the car has been in high water. The air lines going to the shocks are made of plastic and get brittle with age. If you find a crack in one a simple fix would be to cut the line and slip a piece of vacuum hose over it long enough to cover the crack. The air pump is expensive and difficult to get at under the car.

when i used too work on them some owner did away with the air system and went too a heavy duty shock instead might be worth looking into too save some cash or even an after market air shock

The fuel pump is located in the fuel tank and it can be reached by removing the back seat.

Those Lincolns are notorious for that,I'd just get a set of coil springs out of a Crown Victoria cop car(junk yard)and swap them out.Done it many times,you can do it in about an hour,and they'll never leak down again.By the way,there's some O-rings in that system.Make some soapy water and spray every connection,just maybe you'll get lucky.

i went to auto zone and bought coil springs for my 93 town car went home jacked it up disconnected the air bags pulled them out put springs in let it down and was driving in less than 45 minutes. at a cost less than $200.
