Probably not, but we can't say until it is identified.
A very common cause of this in Camrys is that the rear suspension anti-sway bar retainer bushings become worn. See p 95

If you think the noise is more to the front then maybe a ball joint is worn, possibly the rack end ball joint or tie rod end.
Jack the front wheel up on each side in turn, grab the wheel at each side and shake it back and forth as hard as you can. If you hear or feel looseness, the problem is in the steering, as above.
Then shake the wheel while holding it at top and bottom. If you feel looseness then, the problem is in the front suspension joints somewhere.
Repeat this on the other front wheel. Let it down on the ground, then bounce each front corner up and down as hard as you can (you might have to have a second person with you doing this). If you hear a clunk or feel excessive bounciness, it is the shock absorber strut making noises. When bouncing like this, the car should resist, and not keep bouncing when you let go.

Have you replaced the stabiliser bar rubber bushings? They go hard and produce an irritating rattle.

check the front struts if you see signs of the fluid having leaked you will see either wetness or the drying of road dirt stuck to it,this means that your struts no longer stop the bounce they have no resistance in side that's why it nose dives at breaking.if rattling is heard it can also be from tires hitting bumps hard and constantly bouncing or you might want to check the sway bar links for being worn or even broken.
